Shouldn't the questions to be asked in carrying out the FRA include whether the flats present a fire risk to the Salon and whether the Salon presents a risk to the flats and, if either is the case, shouldn't this be included within the assessment along with reference to lack of access, control and associated uncertainties?

The duty on the RP of an individual occupancy is to co-operate so far as is necessary, to take all reasonable steps to coordinate measures and to take all reasonable steps to inform the other RP concerning risks to relevant persons arising out of his undertaking.

The RP for the HMO above has a similar duty... but it is not incumbant upon the RP for the salon to carry out the duties of the other RP(s).  His responsibility ends with taking all reasonable steps as discussed above.  If the information that is being passed on is recorded, and all information received the other way is incorporated into the salon's FRA then the first RP's duty is surely completed?
