small and medium places of assembly

Hi guys, I wondered if someone can give me some clarity on the s/m places of assembly guide. I have a small public house located in my local town centre . It is two storey with a mezzanine on the top floor (approximately 50% of the gf floor area) this has an open staircase to the front and a protected staircase to the rear as a totally separate moe (all has very short moe distance). The guide says that it should be classed at 2 storey due to the size of the mezzanine, however the problem lies on page 87 of the guide where if it is a nightclub (it is a pub with a late license)then both staircases should be protected stairs. Out of interest the alternative escape route from the mezzanine has v good fire doors with s/s and door closers at both levels, also there is only a type 'M' fire alarm system present with the obvious music cut-off. Your thought would be appreciated.

I can only repaet what has been said in the past.  The guides are just that guides, they are not prescriptive and therefore are there to be assessed against.  If the FRA makes a case for the premises layout to be safe from fire as it is and you are happy with it then take the plunge.
