Has the line between shelterered housing and residential care become more blurred?

Can 'extracare' be provided to individual residents in an otherwise sheltered housing scheme where the majority of the residents are relatively fit and active? I always imagined that 'extracare' or whatever they want to call it, was only provided in dedicated schemes.
If this level of personal care is provided, as required, in all schemes why do we accept the traditional catergorisation of provision.
As many of these schemes are flats owned by their residents, what happens when they become sufficiently frail to qualify for 'extracare'...are they forced to move out?

I think it all depends on who takes responsibility.

In Sheltered accom - the residents buy or rent a flat, they choose to live there and its up to them to decide if its suitable.

If they seek additional care from some other agency then they are still making their own decisions. so I dont think there's any difference.

If people are no longer capable of making these decisions and some agency does it for them then the agency takes the responsibility to consider the suitability of the accomodation. This should include fire safety. (but often probably doesnt)
