Validity of LF exam pass for CM posts

Can someone help please? A colleague of mine passed his LF exam just before the new system came in. The very last of the old style. I remember the S.D.O. presenting his certificate to him at parade and welcoming him into the management team. His position was temporary as at that time there was no establishment position available. But the requirement was there. This has been the case for the past two and a half years. He has proven his worth and is recognised as the best CM at the station.

 He has tried to get his position made substantive for much of the two and a half years without success. Senior management have always fobbed him off in one way or another, mainly because of a high senior officer turnover for our area. His appraisals have been excellent.

 However, they have now at last decided that the establishment should be increased by one. He has been told that he cannot apply as his LF exam pass is no longer recognised as a suitable qualification and he must start at the bottom again. He would have to go through an ITOP, then a ADC and a written application before even getting to the interview stage. He is so disheartened that he has decided to resign and step back to being a Fire Fighter. What a incredible waste of talent and public money that has been spent on training him.

 I cannot believe that this is all necessary or indeed true. I can see him having to apply and then going to an interview. But to say his LF certificate is totally invalid, even more odd as he has been doing the job competantly.

 Can someone please tell me if this is a national rule, or indeed some reference to where it can be looked up? HR seem pretty useless and they dont even seem to know what the written rules are in this matter. Any information greatly received.

Yep - same here!

Doesn't matter what you've done, how well, or what qualifications you've got. Its ITOP/ADC or nothing, and anyone can have a bad day (mine usually occurs on the day of the tests or interview)

I think you are missing the point Tom. They are not looking for the best person for the job. They are looking for someone who can waffle on and on and tell assessors how brilliant he/she is without having to demonstrate it.
Its the only job I know where you can get promotion for telling lies.

Im in the same situation!....I passed the old LFF's just before the 'modernisation' kicked in and I've been Temp in the role covering long term sickness ever since then. However the role is due to become avalible shortly and I've been told that I will have to go through ITOP & ADC before I will be considered for the role.

Well they can kiss my a55!!!.....I'll sit in the back of the truck for the rest of my career before I do that!! The beauty of it is is that there is no one at present that is willing to fill the role and I doubt anyones going to transfer to my station to take it up either. So the egg will be on their face!

Put forward a well reasoned case for assimilation into your current role. The fact that you have been doing it for so long, presumably without any improvement plans being issued, suggest that you have demonstrated beyound doubt and your employer has accepted by default, that you are already competent.

This is happening all over the company and Fire Service Management are struggling to deny the fairness of this approach. Work with the system that they impose. Some Services are so tied up now by their own 'cleverness' that they are causght in a spiders web of their own making.
