Fire Procedure, purpose built shops and apartments

I have just inspected a development with shops on ground floor and offices above with private apartments on 2nd and 3rd floors. They are all built to current building regs with 60 minutes fire resistance. Mixed alarm system with 5839 part 1 in communal areas plus heat detector in each flat.  5839 part 6 system in each apartment. Owner requires an evacuation procedure.  
I would be advocating "Stay put" procedure in apartments in event of general alarm, but evacuation for all other parts. I would appreciate any views from contributors.

Sounds like a strange alarm to have in the building. I would expect Part 6 SD in the flats, no alarm in common areas.

Yes, why bother having a general alarm and then telling people to ignore it?

Note the mixed use - the offices probably come off the same stairwell as the apartments hence the part 1 system.
