IPDS/ADC's - how much is it costing?

a simple question - is there a simple answer? how much does it cost in relation to the previous procedures for selecting personnel for promotion - are the bean counters in any brigade prepared to put a cost to the whole process as opposed to the previous processes?

how much has it cost the odpm to develop the process - and for what real tangible benefit in terms of service delivery?


will it really make any selection/promotion process that much fairer? be honest!

could the itop and the pqa process (which do add benefit to the organisation) have been introduced around the old promotion regs for brigades to use if they wanted to?

dont get me wrong in thinking i am totally against the whole process but can anyone explain what is meant by the term 'a pig in a poke', and what did happen to the those who designed the emperors new clothes and managed to convince the emperors advisers at high corporate levels that it was such a good idea? did the emperor go back to wearing his old clothes and did he look any worse for it?
