Don't forget, the "arson policy" neeeded be War and Peace. Often all that is required is a few lines in the General Health and Safety Policy about how the risk of arson is managed - things like general security in the shop, moving bins away from the building and keeping them locked, not leaving combustibles around, letter box cages that type of thing. 

Ignoring the shop for a second, and just out of general interst, are flowers flammable - and if so, are some more flammable than others - are begonias better at burning than bluebells for example?! :-)

Exactly.  The FRA should include this.  So the FRA is either good enough or not.  They should not ask for the FRA and a list of other things.  A sufficient FRA is enough.

As Mr P states really the policy document needs to take account of the risk of arson (if the fire risk assessment has deemed it to be a significant finding) to state how they will control the risk of arson, security to the premises, storage of combustible materials or refuse bins away from the building etc.
