Transport of highly flammables and oxidising agents

Chaps

I am currently reviewing which regulations are relevant for the transport of small amounts of highly flammables and oxidants.  When I say small amounts I mean less than 3 litres of each transported within a commercial van for use in the cleaning business.  I have tried to read "The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009" but this department is certainly not a contender for the plain English award.  A few pointers would be most useful ???

Can you source the Safety Data Sheets?
What about the HSE website?
