Depends who you buy from!
One of our clients has nationally banned powder on their sites and if I come across a DP in a new aquisition it goes.
On our advice they decided to settle on 6 litre Foam & 2 kilo CO2 across the board (although with the staffing profile would prefer them to go for 3 litre foams in future).
A couple of years ago powder looked like it was in trouble due to a world MAP shortage (as it is also used in significant amounts in agriculture) & most manufacturers slapped a powder surcharge on their prices, but things have stabilised.
I'm not totally against powder, and use it in vehicles since BCF went, the exception being PSV's and ambulances (although the event ambulances for an outfit I also work for has powders in addition to the foam for fires outside the vehicle).
Training is important though to get the best out of any type & something that isn't like it used to be - gas rigs & DVDs do not make a highly skilled first aid fire fighter.
