Brian,
         I agree absolutely. The role of a professional fire advisor in pulling all aspects of an integrated fire safety strategy together is vital. In my experience very few Home owners address such matters adequately.
 I think that that CSCI under Care Homes Regs and or Fire Service under WFPL could deal with the issues in the legislative framework if they had the will.
I get the impression that few authorities will tackle the issues head on. It may be  inspecting officers lack expertise to assess the issues, or just do not want to open the can of worms.
I wonder what impact the report into the Scottish Care Home Fire will have when it comes out?
I guess it will take a few more fatal fires yet for this issue to be taken seriously.

It will be interesting to see the conclusions and recommendations when the report is published. I bet there are more management failures than design failures. I wonder who did the risk assessment. Now that I would like to see. I suspect that one of the problems is that the powers that be in the F and R services are so PC they could work for DEll. It would take a brave FPO or whatever they call them now to stand firm and apply for a prohibition notice.
