I whole heartedly agree with your comments.

As you have said changes are already well underway, several brigades are now below establishment (although it may well be some posts still exist on paper but have never been backfilled)

There seems to be growing momentum to combine fire and ambulance authorities, change working hours (ie; change to day manning) reduce pumps, use  officers to respond to AFAs, encourage greater pollenation and partnership working with other agencies to cancel duplication of work, retain fleets and equipment longer, not back fill posts, or recruit for several years.
