As I see it, right or wrong the guide has its place. What it tells me is, this is the way the guides, law etc. (good and bad) will be interpreted by the enforcing authorities.

It is useful when dealing with a difficult client as I can show him what the enforcing authority will be looking for.



The presence of those seeking the truth is infinitely to be preferred to those who think they've found it.
