Care home means of escape

Existing residential care home of 2 floors, plans received to convert roof space to become a third floor with 6 bedrooms for residents, served by a single staircase from second floor and a lift, basically dead end condition until you reach second floor, any views?

One other question.  Why not consult ADB. At least you know who the authors are, and the credibility of the advice. (Unless you want to send the plans to Suppers, as I would trust his advice, but he should really see the plans in order to do the job).
