Unmanned petrol stations

How do unmanned petrol stations satisfy the requirements of the Petroleum Licence?  

There is quite a list of rules in place for attendents to follow before authorising a pump, but this must all go out of the window at unmanned sites.

Surely there should be someone in attendance at all times when the station is open.

It all seems pretty contradictory to me.

Does anyone else have any views on this?

Unmanned petrol stations usually come under the guidance and standards required for "Driver Controlled Deliveries" which lay down certain safety measures, more information can found from the HSE or Licensing Authority.
