How do people believe that the new Part Q Unauthorised access, Secure by Design, will affect fire safety in flats?

I wouldn't think so, as fire safety is concerned with easy access from the inside to outside and part Q is concerned with the access from the outside to the inside. If fire doors, which are fairly substantial are involved and open in the direction of escape then hinge security bolts can be fitted otherwise I do not see any problems.

came across a problem where the escape route from an insecure car park was via the common stairway.
