Football Stadiums

Having never been involved in one, is the Fire Risk Assessment included in the Safety Certificate or is it a separate document?  is if it was a new stadium, would they be dpne at the same time..Cheers

The Safety at Sports Grounds Act and the Fire Safety and Safety of Places of Sport Act was amended by the RRO to give primacy to the RRO in respect of fire safety.

I did a search on here and a 2010 thread mentioned that there was a last minute change by CFOA to the RRO to give the Local Authority sole responsibility for the RRO in sports stadia

I think that's right, the fire and rescue service enforces the order in most premises but in those sports grounds designated as requiring a safety certificate issued by the local authority,  the local authority is responsible for enforcing the RRO.

In my experience prior to the RRO  the safety certificate used to thoroughly consider what we would term "General Fire Precautions" and crowd control and therefore in practical terms post RRO little changed,  rather than having  a specific fire risk assessment document the format of the certificate changed little.

A couple of scenarios I thought of

If the Club is run totally by volunteers,will the Fire Risk Assessment have to be a written record?

A bar area is also run by volunteers but in the office on the other side of the ground there are five employees... Does the bar fire risk assessment have to be written? I'm thinking the FRA will be for the whole ground and the bar area included in that

being retired in a bit rusty

Surely the significant findings of the bar area will need to be recorded if it is licensed.

I used to deal with a couple of clubs advising on a SAG - The fire risk assessments is a separated document, although the nature of the club hospitality areas, wedding licence on the football league club the FRA is always going to be written. 

I also deal with a semi professional non league football club and a race course these have regulated stands so written FRA is also required.

It is unlikely at this level that there would only be volunteers
