The UK approach is explained in BRE - BR 135.

Where there's been any research on this issue it tends to show that the requirements for FR balconies and spandrels don't work. so iether ban windows on alternate floors or decide to accept the risk.

BR135 is more about cladding than glass walls.  Could you point me at research that shows that fire resisting balconies and spandrels are ineffective at resisting the vertical spread of fire please.

The Juliet balcony would never catch fire. There's thousands of sightseers below gawping and creating a whirlwind..........
