High Security Prison

I have just returned from trip where we donated 5 fully equipped fire engines to various towns in the North of Romania. One of which was a prison housing over 1100 prisoners in a single building with 5 other satellite prisons within 10km of the main prison.
Conditions were not good as you can imagine with the cells approx. 4m x 3m providing sleeping accommodation for 9 prisoners and cells of 6m x 5m holding 27 prisoners. There was a single toilet in each cell!
The buildings are 4 storey with a staircase at each end with a central stair in the middle. None of the stairs had any doors on them and were open to the cell areas which had a floor to ceiling height of approx. 4m along each floor length.
Any smoke on the ground floor would be allowed to travel to upper floors unrestricted.
The prison is working within constraints of budget and we provided the response vehicle, BA sets and training to staff in order to assist them in any rescues and fire fighting.
Discussions found severe flaws in their EAP procedures where the intervention squads (guys in Balaclavas and body armour and batons) would "evacuate" a room before the fire team were allowed access! They have no FRA process with prisoners smoking in cells, electrical connections within cells that made my hair curl (if I had any left!) and electrical appliances held together by - well I am not too sure what by!
Would anyone have a generic EAP & FRA for a high security prison that they could send me as they are open to changing their procedures. They also have a small sub-station on site which again if anyone has a copy of a SOP for the fire service that would be appreciated.
I am planning to conduct some CFD modelling as part of their bid to try and obtain funds to improve the fire protection - if anyone has any information that I could use for design parameters that would be awesome.
This is pro-bono work that I am doing in a similar manner to the fire engines we supplied therefore any assistance greatly received.
