I have recently came across a relatively small retail premises with no fire detection and warning equipment in place (a detection and warning system is needed based on the size and layout of the premises).

However, they do have the above security based system to which they intend add smoke detectors to. I've not come across this system before, and it seems to be aimed more at home use. However, if the devices were properly installed and maintained, and staff are aware of the alarm signal for a fire I can't really see a problem with it.

Has anyone come across this system used in a commercial premises before? Any views on it?

All premises need an arrangement for raising the alarm of fire. In small simple premises this may be simply a shout of fire. In larger or more complex  premises, or where there are multiple users then an electrical fire alarm system and peraps automatic fire detection may be needed.

This system is not a fire alarm system suitable for commercial premises. Neither is it intended to be. If the fire risk assessment indicates that an electrical fire alarm system is required then that is what is required. You should also consider how, with this system,   persons discovering a fire could sound the alarm.
