3500m2 Warehouse in Scotland

Hi all,
it has been a while since i posted on this forum - good to see so many of the same names still around.
I have a warehouse with racked storage of items you would find in a typical chemist / beauty goods store.
The architect wants to use SBSA Technical Handbook Non Domestic however i am of the opinion that BS 9999 would be a better guidance document as it takes into account the fire load within its deliberations.
The issue of sprinklers or no sprinklers has been raised - under THB no sprinklers - BS 9999 would require sprinklers.
Can i get the forums view on whether i am being too cautious requesting sprinklers?
The TD's are 9 & 32m, Category L1 alarm (no voice alarm).

Can I ask what metric in 9999 requires sprinklers?

I can only assume the design requires a reduction in the actual risk profile in order have acceptable means of escape for which sprinklers are a method of doing so.

Occupancy Category A4 would need sprinklers to reduce to A3.
Vast amount of aerosols stored within caged area - not fire resisting construction.
