I spoke this morning (2nd June) to Andy Jack at the DCLG - he has now received printed copies of some of the guides. The internet copies will be available 'within a few days'.
Anyone trying to e-mail the DCLG on their new e-mail addresses may experience some problems - DCLG are aware of these and are trying to resolve the difficulties.

Having read Guide One, unless you are a very small business its not very awe inspiring
Its really Son of Fire Safety with some stuff relaxed -photocopiers on corridors???
The Scottish one I saw on HMOs had loads of  DocB stuff, very impressive

Completely agree.

This is somewhat more watered down than I expected.  Looks to me, and I must admit I need more time to read through, that this has been written in the same format as 'an employers guide'.  

Oh dear.

The Guides are in 2 parts with Part 1 written similarly to the Employers Guide.  Part 2 shows more technical information and is based on the current Building regulations, although some part take on board some of the changes to be inserted in the new version!!  Simple premises will not have to look further than part 1 whereas more difficult ones may have to look at, and the important DCLG phrase, dip into part 2.  Like them or loathe them they will be the only guidance that can be utilised for existing buidings.  It will be difficult to justify the use of a design guide like ADB or BS5588 for a FRA of an existing building where the Government have produced specific guidance for particular premises types.  When you read them all though, other then some of the travel distance bits they all state the same stuff as we would expect.  Occupanct, horizontal travel and vertical travel as protective safety and FA, FFE and other bits as preventive safety so FRA's follow the same trends as ever, providing everyone can do them of course.

Any idea when the remaining guides are to be published?
You may have seen my posting on the wording of the new guides in respect of electronic door locks. The wording has changed - but unlike the proposed changes arising from the new ADB I dont think there is any new information underlying the change. Or is the intention to give more design freedom subject to risk assessment? Or perhaps just unfortunate choice of words.

The theory is that they will be out towards the end of June other than the transport one which is going to be later.  Having seen the drafts and commented on some of them, I think that in trying to appease all stakeholders and trying to some extent to rewrite ADB and BS's into a guidnace document the words become entangled.  Perhaps if we had been allowed to riks assess off of the design guides and keep the employers guide with the suitable changes, as was a suggestion,  the Order would have been out in 2004.  When a 150 plus pages are written it loses its impact to a non specialist and specialists tend to know things from other papers so confusion starts to arise.

I understand that the aim is to have them published 6 weeks before the Oct 1st deadline.

However, don't hold your breath for guide 11 (I think) re railway/transport. I have heard that it will probably be delayed until after Oct as the Govt are holding back on that one until Mr Crow and Co are happy with it.

I would rather call it defend in place, but to do that you have to ensure that the residents either do not hear or do not respond to a warning signal.  Interestingly, nothing on staff numbers, just a mention that you need them.  A ratio of staff to residents would be good but I guess that they will get that information from another Government Department.

for defend in place it says you need to leave a member of staff with the resident - that makes it a bit staff intensive.
