Terrorism has required Civil Defence Forces, Emergency Services, NGO's and both local and national governments into a harsh examination of what exactly is effective Urban Search and Rescue, particularly with regard to resilience and the ability to sustain a Search and Rescue operation over many days and weeks in environments that pose multiple and on-going hazards and risks.
