Without being rude that is not how blocks of flats are designed and built.  they are built as 60 minute cells that require afd in the flat only as only those individuals need to leave.  The remainder stay where they are.  It is part of the means of escape strategy, the single staircase situation and the narrow routes (in general of course).  HMOs and conversions may be slightly different but again it will depend on the structure and how BCO's have agreed the plans, to a 60 minute or 30 minute standard.

Not all 'flats' are 60 minute cells, many, are (still if built correctly and signed off correctly) 30min , then they have to be maintained to keep it.  Nobody will question the strategy with all the correct factors taken into account, sounds like an online risk assessment,  that is what it says in the book so it is !
