I am due to carry out a FRA on a group of HMOs on an NHS campus. There are three 3 storey blocks which house 6  three bedroom flats (two per floor) with the front door opening out to the common stairwell.
I have been informed that the fire alarm system is not working and therefore there is no detection throughout the building.
Apart from the RRO guidance on sleeping accomodation and ADB what other regulation(s) should I apply when assessing this project?

Any advice would be appreciated!

Are the HMOs used by staff or by clients- eg  for persons being supported by the NHS but living in the community you may need to look at HTM88

They are used for either medical students or junior doctors who may be staying overnight or for a number of weeks, so really its a type of guest house set up but without a manager/warden on site to oversee an evacuation.

Then you wont go far wrong with the guides you suggest, but if a true HMO you may also want to take a look at the new draft lacors guidance which still proposes window exits as a last resort for ground and first floors in existing buildings.

Thanks kurnal,

I was unsure wether there were any other NHS based guides which I would have to consult, I couldnt find any myself so if I follow the RRO, ADB and Lacors guides I have covered all relevant bases?
