There are 4 seperate blocks of flats each containing 5 flats that are joined like terrace houses with one basement car park running below all 4. There are 4 seperate front doors, one to each block, would there need to be a seperate ( independant ) AFD panel in each block or only in one, connected to the others via repeater panels?

It all depends on the fire compartmentation between the flats and the car park.
Do  the stairs from any of the blocks of flats go down into the car park?

If you have a minimum seperation of 60 minutes fire resistance between each block seperate AFD wouldnt be required.

EVen without that level of seperation, I still wouldnt recommend interlinking them.

Just ensure 60 min seperation between the flats and the car park. YOu would need AFD down there too. Might be worth linking the AFD from basement to all of the blocks as all residents should be given warningof a fire down there.
