Notifier slc loop troubleshooting

Hello,
    Looking for advice in field troubleshooting, pre-powerup slc loops testing of a large highrise Notifier system.
Panel: NFS2-3030- voice comand, 5 slc loops(loops 1-4 for field devices loop 5-contol only(XPIQs and strobe boosters). Around 1000 total  intelegent devices.

  What I'm looking for is the way to test a part of the slc loop with out powering the panel up. I tested phisical integrity of all my branch circuits (clear to ground, continunity from start to end).
   Being in a time bind, we had a few people installing field devices, and after bringing a small part of the system up we've discovered many "installer mistakes"(wrong addresses dialed, detectors not screwed in all the way) and some design flaws(dual addressing).  
   
   Trobleshooting come out to be pain, because panel located in a different building with restricted access.

   If anyone have any thoughts or suggestions on how to check  if all the intelegent points are present and addressed correctly with out having to write a complete programm for a main panel.
 
    My thought was: some kind of portable computer SLC interface and software, emulating Notifier panel autoprogramm feature and  device polling. Internet searching turned out no usable results.

Buy yourself a single loop panel and use that for all your testing , job done

Buy a single loop panel just for this job??I'd need to have 3 or 4 different single loop panels with the same number of different protocol loop cards on board.

Buz ,
Yes I do and I tend to stick with Apollo and Hochiki , but our friend seems to be snookered into a corner so without a loop tool or what I use I cant see how he get round this. By the way you are ex Walter Kidde , came across some halon spheres before they got ripped out , weren't they lovely?

Rolls Royce in their time but proved a bit of a headache over here (being as they used detonators and all!).
I suppose if you stick to either Apollo or Hochiki then you could get away with one single looper right enough.
