R.I.SKassessment, so who is at fault here?  Is it the poor Risk assessor who uses his/hers expereience and knowledge and understands the legislation and the term Relevant Person and through this recommends that the fire risk may be lowered by SD instead of HD.  Or is it the FRS who are suddenly demanding that the RP upgrades FA systems to take HD out of hotel bedrooms

Can someone tell me exactly and in the current UK law what RIGHTS (ie not responsibilties) the RP has.
...If any
I ask this because I am totally convinced that smoke shields should not be put on hotel bedroom doors where HD's are fitted.
My brigade are telling me to fit them.
This is not a finance issue. ..and I will fit them
But as RP I feel I should put a notice in each and every hotel bedroom on the lines that
Dear Guest.
The local fire brigage have required me to fit smoke seals to your bedroom door.
This  effectively seals your bedroom and because we (legally) have heat detectors in our bedrooms it is possible that you will die of smoke inhalation before the alarm sounds if a fire starts in your room.
You might want to contact the xxxxx FB  (Including name/s of fire officer) to find out why you, as an individual, are of so little consequence.
Copy to Local Fire brigade

Now I am not going to put out above notice in room NOT because I don't believe what I have written simply that I know the FB will make my life very very uncomfortable if I do

I'm just the little fish

Even So, going back to the beginning< I am the responsible person, but I appear to have no say over this issue

What do you good folk think
You have to ask and you have a right to know why exactly you are required to install smoke seals and what contribution they will make in reducing any risk from fire to a tolerable level for all relevant persons in the premises?
David. Did you ask, are you going to ask, these questions.
We're not Brazil we're Northern Ireland.

A few general questions:

How many of us have:

smoke detectors fitted in our bedrooms at home? (yes)
portable appliance testing carried out on our domestic appliances? (no)
a 5 yearly wiring check carried out? (no)
smoke seals or self closers fitted to doors leading onto escape routes (no)

Yet we would want them all fitted in the purpose built hotel that we are staying in?

What we say, what we recommend for others is so often not what we do ourselves. What we do in our own private life is very different to what we do and expect others to do in public life, in employment or the market place. When we are in our own home we are the masters of our own destiny. When we stay in a hotel we are at the mercy of other persons acts, deeds or misdeeds. Penhallow was another painful reminder of this.

On the other hand my doctor told me to lose two stones this week for the sake of my health. He needs to lose five or six. Fortunately he is not yet empowered to serve me with an enforcement notice to diet. :)

Hello all
Thanks for the feedback
I will put all your suggestions and advise to work and see how things turn out with the FB.
I do worry that they will lose patience and start throwing their weight around.
and also I worry about the amount of time I am spending on FB matters when I should be making a living.
It seems that in this matter procrastination is the best bet

I apologise for jumping into this one late, but I feel you are missing the point of intumescent strips.

If the intumescent strips activate they will not be 'sealing' a living person into the room. By the time the strips are hot enough to activate the person in the room of origin will be quite dead and that death could be easily blamed on to the provision of HD, not the provision of intumescent strips.

What you could also add to your imaginary notice is:

"If I were to fit smoke detection, which I am not going to because I legally don't have to, then you would not be dead in your room, but you would be roused from your sleep and you could then escape."

Civvy he is talking about smoke seals not intumescent seals, pay attention!
All my responses only apply to England and Wales and they are an overview of the subject, hopefully it will point you in the right direction and always treat with caution.

Sir, yes sir!

People tend to get confused. I would imagine the FRS concerned are asking for strips too?

"it is possible that you will die of smoke inhalation before the alarm sounds if a fire starts in your room."

This would lead me to believe that he is talking about intumescent strips.

and then in the brave new world of CFOA's policy on false alarms and UwFS the Brigade may decide not to attend.

David I think you will find they want you to take out the old intumescent strips and install a combined intumescent fire and cold smoke seal. Otherwise it would not make any sense at all. Sometimes these things are not expressed very clearly. I have even seen them referred to as hot and cold fire seals. I have yet to see a cold fire!

I think Davidrh would need in large number of UwFS and show that he does not care about reducing them before the FRS will not attend as a Responsible Person i;m sure that if he changed to SD and he did get UwFS if he demonstsrted good management and polocies to reduce them FRS's are happy to work with RPs to look at ways to keep UwFS to a minimum. Davidrh if you think you have such a problem with illicit smokers charge them for a slab of beer and give it to the crew that turn up.......(no dont i was only joking)
