Having read a bit about flats and communal areas needing fire risk assessments...is that the same for houses that have been converted for students rooms?

What about the student rooms themselves do the RRO cover them? I was just wondering if they were classed as a HIMO and if so is the fire service the enforcing authority?

Yes in both cases (flats / HMOs) the RRO would only apply to the common areas only, and not the individual rooms / flats / bedsits.
 
Whether or not the accommodation you describe would be classed as a HMO depends on several factors but I would suggest that they would almost certainly be HMOs

The fire authority could enforce standards within the common parts however a recent protocol was signed bewteen FRA 'sand Local Housing Authorities nationwide.

You will probably find therefore LHA will become the lead authority and deal with all fire safety issues (both inside the flat/bedsit/bedroom and the common areas) in that particular instance.
