Breathing Apparatus

Hi I am in the middle of arranging a training programe for some industrial firefighters. Just had a visit from a training provider and he says that we could only be classed as BA wearers not operators because we had to be operational for 6 months according to Home Office rules. Can anyone please tell me which Home Office guidelines refer as I cant seem to find it
