The best solution may be for LD3 self contained mains powered detector in each flat, and an L3 system to protect the escape routes with heat detector in each flat and smoke detectors in the staircase.  And fire doors with seals to each flat.

There are a number of discussions on other threads with regard to seals vs rebates which give the background information to this, the pyrolysis that takes place between door leaf and frame and the lack of bouyancy of the smoke that  results.

LACORS certainly requires what Kurnal suggests - self contained D-LD3 to each flat for occupant safety in the flat of origin, with grade A-LD3 system to the common areas (with heat/sounder to each flat lobby) to protect other relevant persons (other flats).

However this is on the understanding that you've got 30 minutes FR (with a relaxation on some doors) and if you fear you've not got even that then you could be looking at structural works or a full part 1 L1 system.

As for the seals I'd say fit along with the two systems - if the flat of origin's occupant wants to kill themselves by messing with the D-LD3 in their area then that's their hard luck (you can only expect the landlord to check them as part of the normal lease internal condition inspections at reasonable times, which wouldn't be that often) but you've protected others via a protected escape & the communal system.
