RRO. Marquees
« on: June 01, 2009, 03:36:33 PM »
Does the RRO apply to marquee rented out and erected for a wedding? I am aware of a company who does not supply any signage or emergency lighting for this type of structure when used as described. Any views or opinions?

The Order does apply to tents and marquees.
Safety lighting would only normally be required if used during hours of darkness.
Not sure how the RRO applies in respect of private wedding situation but suspect that it is not an excluded premises and as such would technically need to be risk assessed due to the types of persons who would be attending.
There would most likely be persons employed in marquee serving food, drinks and providing entertainment.

Its the "private use" that I feel may exclude it from RRO, but the risk could well be quite high. Also if RRO did apply I assume that the person who is using the marquee would be "responsible person"

Yes Jakespop  the Order does apply to the marquee and the RP is the person who has control of it.

Private use does not make any difference - just that some of the articles do not apply, eg the duty to record the prescribed information (significant findings) or train staff,

What constitutes a marquee or when does a gazebo become a marquee? If I have a series os sided gazebos which measure 8 metres by 8 metres each for a private function can I expect a visit from the jobsworth with the clipboard (if I was not in NI of course!)?

Buzz the order applies to "Any Place" so we had better think of the gorund on which you are planning to erect your gazebo. But if its in your own garden it could be part of your domestic premises and so could be exempt. Then it would depend what you were using it for.

I have never considered marquees in gardens.

However, if you take the definition of domestic premises literally, does it mean that a marquee or similar structure would come under the FSO if just erected for a family party or BBQ ?

"domestic premises" means premises occupied as a private dwelling (including any garden, yard, garage, outhouse, or other appurtenance of such premises which is not used in common by the occupants of more than one such dwelling);

Obviously the marquee would be used by occupants of more than one dwelling (because you have invited friends & family to the do)

It doesn't really effect me as I have no friends and my family hate me  ::)

The RRO can apply to open air events such as Street Markets so the Marquee is certainly within the scope. (Thats spoilt the next Barbecue)

I would ensure the supplier of said marquee passes on the know how or erects with suitable exits for the numbers of persons planned to use it.  Some companies supply c/w signage and extinguishers - but usually added costs.

Messy, It's not the wedding, but the sentance after - 28 days can so easily turn into a life sentance ???

The wording is slight officialdom gobbldegook but if it is the case that having a private gathering within a marquee (or in the greenhouse for that matter) does come under this then the world has officially lost all sense of rhyme and reason and we must all wait to get mother to check our hot (but not too hot) cocoa is suitable and that there isn't a bogeyman under the bed!
I'm moving to Guernsey to work as a kitchen porter!!!
