Fire & Security Companies - Warning On Batteries

The Government and EU are at it again!

From the 1st February 2010, if you supply over 32Kg in total weight (during a 12 month period) of virtually any sort of 'portable' batteries, you will be classed as a Distributor under the new EU batteries directive.

So that will include virtually all fire alarm/security system installers.

Our Government has decided that all  such 'Distributors' must provide a 'battery take-back facility' for any member of the public who wants to dispose of their batteries whether or not they bought such batteries from the distributor and whether or not that member of the public intends to buy any new batteries from the distributor at the time of disposal.

The Department for the Enivornment, Food and Rural Affairs will be appointing a 'regulator' to oversee the scheme. Reading between the lines this will obviously include the regulator being able to issue fines and punishments for anyone not following the regulations.

Once again, the cost of sensible environmental practices will be shouldered by small businesses under the fear of punitive action for failing to follow the rules.

When is this Government going to learn that they should take on all the most difficult and important responsibilities themselves, because, in the long run, it would work out cheaper for everybody, help prevent small business from being swamped with unworkable laws and costs, and would allow the Government to ensure that the important issues affecting us all, are dealt with to our, the voter's, satisfaction.

In my opinion the Government should be totally responsible for the disposal of every type of waste. Both domestic and commercial.

The Government are the only ones who have the resources to set up proper disposal/recycling schemes. The cost of running these schemes could be paid for, in advance, by a 'disposal tax' being added to the cost every product manufactured in this country or imported from abroad. The tax would be proportional to the difficulty of disposing of that particular type of waste. Surely, everybody would be happy if the cost of a paper-wrapped item went up by 1/10th of a penny and the cost of a new car by say £100 etc. etc.

The responsibility for waste disposal would be passed by the Government to regional/local authorities with the funding for the service coming from central government from the 'disposal tax'.

If the local authority had the responsibility for collecting and disposing of every type of waste there would be no fly-tipping or illegal disposable of chemicals and heavy-metals by companies and we should end up with the responsible disposal/recycling of everything.

It seems so obvious and straight-forward to me.

Why does the Government of this country continually have to pass the buck on every possible responsibility and pass it on to others under fear of fines for non-compliance?

Actually, I think I know the answer myself. The Government knows that they would make a cock-up of waste disposal. just like virtually everything they do. But because the voters would know it was the Government's responsibility, they could suffer the voters backlash. That's why they rarely lead from the front and show the voters how to be  good citizens.

Anyway, I guess that like 'road and petrol taxes', the income from the 'disposal tax' would actually be squandered on undeserved benefit payments, quangos, foreign aid and MPs expenses.

I'm sick of our corrupt, weak-willed, money-grabbing politicians and their 'enforcers'; the local authorities and supposed essential service providers. Look how poor the police force have become in the last 30 years. They used to work for the people - now they just work for the Government. I want us to get rid of every useless Politician and civil servant and to replace them with sensible and trustworthy people who realise that their 'customer' is actually the tax-paying population . These type of people still exist, but they are too few these days, because too many people are thinking 'if our leaders are crooks, the only way to survive is to be a crook too'. You know it's the truth!

How do you put up with them?

In fact, I'm holding you responsible for voting for them!

Whilst I agree with most of what you say, I dont believe the entire cost burden should fall on the consumer through taxes.

In the land of Wiz- if I am to take up the (yet to be offered) post as Minister for Fire, Frolics (of the nocturnal kind) and Fun I must insist that there should also be a way of applying the tax to the profits made by the companies that manufacture goods that have the potential to harm the environment. Otherwise theres no incentive to look for better ways of doing it.

The tax on profits should be very heavy but there should be a facility to offset it directly against research on new environmentally friendly technology, and the CO2 footprint of the product taking into account the entire supply chain.

In terms of suppliers there should be a punitive tax on the profits of those suppliers who import goods compared to those who source locally.  

As far as your batteries are concerned then you should receive tax credits for the collection of the batteries offset against your business rates. If your return more than you sell you should receive tax credit for it.  Otherwise the importers and internet suppliers will have a field day at your expense.

There should also be a ban on the sale of those cheap low quality batteries - you see them all over the market stalls at stupid prices- the batteries are rubbish, they dont last 5 minutes so you use far more of them. Producing the batteries causes great pollution in the far east and disposing of them produces great pollution in the consumer countries. You use twice as many so the increase in pollution and production of CO2 is an inverse square function of the notional saving in cost.

everything is so politically correct now, we have dozens of 'partners', 'customers', 'stakeholders' all 'buying in' that you never actually see one on the streets nicking villains.
I could go on........

re the batteries, from 2012 lets just make stuff that takes lithium or other high tec stuff. People buy cheap stuff cos they know it fits. If it doesn't fit they can't

Thanks for reading my rant, guys. The wife doesn't listen to me anymore, so it is good to have somewhere to vent my spleen!

Prof. K, some good ideas in your reply. But I don't see why my proposed 'waste disposal tax' shouldn't be punitive against those types of waste that the Government wants to reduce. If it costs too much to buy it to start with then its use will reduce naturally. The most important thing is the Government should take ultimate responsibility for the effort and cost of disposing of things properly (funded by waste disposal tax) so that they have control over it and reduce fly-tipping etc. If waste disposal was free at the point of disposal there would be no need to fly-tip!

Davo, the Police or as they are properly known as now; 'The Government's Petty Policy Enforcement Rabble' are of no use to the general public these days. It's so bad I'd now prefer a local Mullah, Warlord or mafia Don to be available to sort out local problems! In respect to cheap tat. I'm not worried that people want to buy cheap as long as it it can be freely disposed of. I just don't want any waste messing up the hegrerows and waterways.

David, I'm glad your new responsibilities as a 'Battery Distributor' are at the top of your 'to do' list. I'll be around your place next year in the guise of a member of the public dropping off my own batteries for you to dispose of! Cheers mate!

If you give away the batteries (ie no charge ) and actually charge for a battery guide document in relation to the batteries  , although the guide will always be the same price as the batteries (funny that ).

Please note the above is purely hypothetical .

No problem... I suspect I'll have to move premises in order to store all these batteries safely before having to hire a crane to move the things to a registered waste carrying low loader who will deliver them straight to the local scrap yard for burning......

I'll post my new address.... somewhere in the Caribbean might be nice......

But if you take said battery to the local metal merchant, they weigh them and then compares the market and you either get beer money or a furry rodent, depends what website he looks at!

As for the Police, very nice chaps, we could do with more, that way they would need more police stations and equipment for us to service, change batteries at etc etc, the circle of life continues.

Oh and you cant blame me I didnt vote!
