I have paper copies in my museum archive which I will gladly scan (when I have a spare moment!).

The FBU were quite scathing of the FOC ones in their guide for inspectors to enforcing the 'new' Factories Act 1961 which were rather inflexible at the time e.g. any canteen in a factory, regardless of size & equipment, was required to have at least two 2 gallon chemical foam extinguishers in the cooking area and at least two 2 gallon soda acid extinguishers for the seating area.

My 1960's FPA extinguisher film reflects the fondness for extinguishers with one typical fire point in the factory used for the filming consisting of 2 x 1 quart CTC, 25lb Powder, 2.5lb CO2 and  2 gallon water

Very true, building specificators etc are only interested in having the FP box ticked at the correct time of the build or by using their favourite (cheapest) supplier.
An observation probably noted by everyone on this forum. It does beg the question as to "why do I bother" but there does need to be standards and test ratings as the great and the good do need employing for something!
