I have come across on many occaisons the difficulty of obtaining a willing resident of an apartment block to monthly test the common area E/L. Either they don't want to get involved because of litigious reasons, or it isn't their responsbility and so on. On such occasions I have recommended to managing agents that they undertake 6 monthly full drain tests of the E/L by a competent person as some sort of compensation. 6 monthly fits in well with the service and maintenance routines of AFD (where fitted) and attempts to relieve the burden on resident and managing agent alike of the one monthly routines. I know some companies use cleaners etc to undertake this responsibility; but at a cost which doesn't usually go down well.
So, yes 1 monthly and annual tests are required, but back in the real world some compromise is often required.
