Reference ADB in regard to care home new build.  Why do building inspectors vary in their view on protection/location of a lift ?
I can understand a relaxation to the standard with comensatory features in place such as a sprinkler system but how do they justify just ignoring that particular recommendation in ADB.
Is this common.

Because most don't read ADB!

As an inspecting officer I used to highlight it when carrying BR consultations and most would not know of the paragraphs existance. Their argument to ignore where they do know of the paragraph is that there are plenty of existing care homes that use PHE and don't enclose the lift.

The angle I often used was to ask them to clarify how how many beds would then be in the sub-compartment (Ground floor, plus other floors) and how many staff would be available to evacuate them if the fire was within that compartment.
