Guest House running under capacity

Hi All
A Guest house, Ground, 1st floor (5 bedrooms) and 2nd floor (5 bedrooms) is being run by an elderly lady that has had the property for 20 years, her husband died 5 years ago.
She has 3 rooms let at the moment, and takes in a few holiday people here and there.
A FRA was undertaken in 2006 and stated that amongst other things that her bedroom doors and fire alarm systems needed to be up-graded, as both were fitted after the 1971 act.
At present there are only detectors in the ground floor rooms and on the landings.
A FO has recently inspected and has stated that if the lady gives a written undertaking that nobody will stay on the 2nd floor, and that not more than 3 1st floor rooms with a total of 3 people are used, then the fire precautions that are already in place will be suffucient.
Is this correct?
My understanding was that if there were rooms where people were sleeping in, that opened onto an escape route, then the doors needed to be 30 min standard with Intumescent strips and closers, that there had to be a detector inside the bedroom to protect the door in the event of a fire in that room, and that there should be 75dB at the bedheads in the event of an alarm.

Cant possibly say for sure without seeing it, but it would appear reasonable to apply the standards described in the "Do you take paying guests" leaflet for such a small scale operation.
