Failures in fire safety management have contributed to fire deaths and fire loss in the UK. Can a fire risk
assessment that is completed at one moment in time to satisfy risk based legislation, really address the
long term management issues in a building?
A fire risk assessment is the first step on the fire safety road; fire safety management is the long
continuous run on that road. How can we ensure that fire risk assessors understand management issues
and fully address these important long term requirements in their fire risk assessments?
Exova Warrington Certification Limited with the aid of guest speakers will examine some of the critical
issues relating to fire safety management and the contribution of fire risk assessment.
This seminar will look at failures in fire safety management relating to fire deaths and fire loss. Industry
experts will offer guidance on the identification and management of fire safety issues and will explore
the role of fire risk assessment in contributing to long term fire safety.
This seminar is designed to appeal to all fire safety professionals; occupational and professional fire risk
assessors, fire safety managers, fire and rescue service personnel, health and safety managers and
anyone that has a responsibility for fire safety provision within complex or large building portfolios.

David McCarrey: Station Manager Scottish Fire & Rescue Service
David will show a specially commissions Scottish Fire Service video of the Rose
Park Care Home Fire and explain some of the key failings which contributed to
this tragic fatal fire.
10.40 - 11.10 am The potential cost of not managing building works and alterations
John Williamson: Managing Director UK Fire Skills Ltd
John will explore through several fire investigation case studies, the financial
costs of management systems not operating correctly.
11.10 - 11.40 am Break for Coffee/Tea
11.40 - 12.10 pm Fire risk assessment; assisting the responsible person
Dr Jim Marsden; Director Ignis Associates Ltd
Jim is a lead assessor for the FRACS scheme and has years of experience of
reviewing fire risk assessment templates and fire risk assessment methodology.
He will share his thoughts on what makes a report ‘Responsible Person friendly’,
highlighting the essential information that needs to be included to assist the RP
in managing fire risk.

Vincent has vast experience of working in higher education, research and
healthcare sectors. He will explore through examples, how fire risk assessments
can help influence fire safety management in complex buildings.

1.25 – 2.05 pm Management of assisted evacuation in the event of fire.
Alison Hayward: Moving and Handling Consultant Spectrum Healthcare and
Hospital Aids
Alison is an expert in evacuation of bariatric patients; with changes in
population, it is increasingly important to revisit management of assisted
evacuation. Alison will offer practical advice on how to plan and train for
evacuation, her session includes practical hands on demonstrations of specialist
equipment.
2.05 – 2 .35 pm Management for the fire and rescue service operational response team

Fire service personnel who are responding to a fire incident in a building need
accurate information and where possible advance intelligence about the building
and the likely hazards they may face. This seminar will explore the role of the risk
assessor and responsible person in facilitating emergency firefighting.
2.35 – 3.00 pm PAS 7 - fire risk assessment for conformity assessment

Responsible persons with large portfolios of buildings need to control risk across
their building stock. The PAS 7 management standard is now being adopted as a
method of managing complex risk. The speaker will explain the need to have
good quality fire risk assessments feeding accurate information in to the PAS 7
management system records; for internal and external audit purpose.
3.00 – 3.30 pm Design and implementation of fire safety management systems against tight
budget constraints
Dr Kate O’Brien: Health and Safety Advisor Bridgewater NHS trust
Kate has been managing fire safety in a challenging and complex community
healthcare landscape, with increasingly reduced budgets she has designed and
implemented innovative fire safety management solutions. Kate will share her
experiences and offer practical ideas and advice.
