Most brigades in E&W might not want it but because of their incompetent enforcement it will be foisted upon them whether they like it or not.  It will work fine because already some brigades are touting for the buisness of being a PAS partner.

Colin, my brigade is involved in the pilot scheme. I for one love doing the work, It allows me to see things from both sides. The reason I say that brigades don't want it is because they have difficulty in resourcing it.

Suppers, you will not last 5 minutes in fire safety if you begin to see things from both sides.  No no no no no, there is no room for such people in the English FRS.
