Fire Safety/Assessment Double Decker Bus

Has anyone had an experience of fire safety advice/assessments of double decker buses? I have been asked for some informal initial advice for a community bus that is used by a local church, the details are below:

Mobile multi use vehicle – café area downstairs to seat 16 adults, (kids can get 3 per seat) upstairs can vary for whatever community project are using it.
It is used as a kids club and has a minimum of 7 adults as volunteers, usually more, with up to 34 kids ( average usually 20-25)
The bus has an emergency at the rear of the lower deck and the upstairs rear window as emergency exit.

The "kitchen" is at the rear lower deck and has no cooker but toasters/ kettle/ microwave and could use other plug in appliances.

Other than the obvious of limiting hazards, sources of ignition and availability of the exits is there anything else to consider? I think they have some general purpose (DP) extinguishers with trained volunteers (no one is employed)

There used to be guidance for play buses but I'm blowed  if I can remember where it is or who published it. Will keep scratching my head.
Is this bus used for transporting people or simply as a mobile facility taken from place to place?

Thanks Kurnal, it's main use is mobile, I think when its mobile only the driver is on board.

You could always install an inflatable chute from the upstairs although there is always the danger the kids would set fire to the bus just to have a go on an inflatable slide.

I don’t want to appear to be pedantic..... BUT, just for the  record.

Whilst the Working on Wheels guide offers “a brief summary” of the RR(FS)O 2005, it fails to mention that the Order is unlikely to apply to  mobile play buses by virtue of Article 6(1)(e):

• “Application to premises
  6.—(1) This Order does not apply in relation to —
  (e) an aircraft, locomotive or rolling stock, trailer or semi-trailer used as a means of transport
  or a vehicle for which a licence is in force under the Vehicle Excise and Registration Act
  1994(b) or a vehicle exempted from duty under that Act”.
