Possibly somewhere safe that carries out fire safety inductions for residents?

It all makes sense now.
At one brand new 7 storey building with 350 bedrooms I was asked to assess,  the developer's fire emergency plan was that due to weaknesses in compartmentation a full evacuation would be necessary. This would be initiated by the security guard running round the building and banging on each door in turn.  In the light of the above clearly the developer knew something I did not. The AI who approved it was also more in tune with reasonable expectations than I.
