I do sympathise with Council inspecting officers. They have to enforce standards and when it comes to fire safety, the word standard seems to be an inappropriate one to apply. We use TBE, equivalent to ADB but differing in places. TBE, recognises other means of compliance including BS9999 again with different criteria. So when they audit, unless they know the methodology employed to arrive at a level of fire safety that would meet building regulations, they cannot be prescriptive.
Utterly ignoring the FRA provided by a professional company, the enforcing officer required door widths in a very large club to be increased. He insisted they should be 1050mm when they were actually providing a clear exit width of 1000mm. The club bindly adopted a deferential attitude and incurred great expense in altering the doors. The original assessor has been able to show that the door widths need have been no more than 950mm based on occupancy. What a mess fire safety is in! Far too many cooks!

Why is TBE used for the audit of existing buildings? Do you not have sector specific guidance for existing buildings?

Yes but for some reason TBE is the document rigidly adhered to in clubland.

Technical Booklet E, similar in most respects, but not all to ADB (which I think is the better of the two documents)

Kurnal - NI are part of the way through plagiarising the CLG Guides and have done Small and Medium Places of Assembly - they havent got round to large ones yet. In the abscence of a specific NI guide the CLG ones are acceptable. (All are free to download from NIFRS website)
Lyle if this was an existing premises there should be a Public Entertainment Licence in force for previous years with recommendations from NIFRS in regard to exits. Usually enforcing officers will use a floor space factor of 0.5m to find the occupancy figure and ensure the doors are of sufficient size to evacuate everybody when the largest exit is excluded. In the past BS5588 Part 6 gave the minimum door wodths ( 900mm - 110 persons, 1050mm 220 persons).
As you said Lyle there is now a selection of guides to choose from giving different answers. As the licensing officer requires a copy of the risk assessment as a condition of the licence he should be able to see the methodology behind the numbers. Any differences of opinion should be discussed before any alterations are made.
