Can someone assist with definition of HMO in London please? Specifically occupancy and status factor in rented house.

I think to get a definitive answer you need to speak to the local council.

Same as everywhere else in England Wales, Almost.  There is nothing special about London (other than it is an overcrowded, congested and generally horrid city).
