Staircase Lobbies ADB 2019

Whist trying to find if a very small office block of Grd, 1st & 2nd floors served by continuous single staircase needs lobbies at each floor, I was looking through my 2007 Volume 2 of AD'B' where I had previously written notes on the subject and suitable assumption had been made i.e 4.34a i.e lobbies required except for small premises as 4.6a to 3.33 etc . Happy with that I went to make the same notes on the 2019 Vol 1 version now under 3.34 and the reference to small premises is no longer there. I recall this was left out on the 2006 version then put back when ADB was amended 2007, anyone know if this has been omitted again in error. (by the way although the  office block in question is  less the 90m2 per floor as its more then ground and first floor; how I read either version is it can't be deemed a small premises as there is no room for lobbies so going for FD30(s) doors and Pt 1 AFD to L3).

Small premises are detailed in their own main section, Section 4, now, page 42, but as you say it now only refers to B, G & 1.

Of course if an existing build it doesn't apply and the DCLG guide (often more sympathetic to existing premises) is the first point of call.

Your solution sounds fair, retrofitting lobbies isn't usually practicable unless  gutting and refurbing anyway.
