Basement ventilation

The requirement of BS 9999 27.2 is that a smoke and heat ventilation system should be provided from every basement storey that has a floor area of more than 200m2. I would like to clarify if this area should include the stairwell and lift lobby which are located within a fire protected enclosure. TIA.
