Flat door to open air

Can anybody just confirm, if a front entrance door to a flat opens to fresh air, does it still need to be a fire door,  ???

Is this to an open air balcony and if so is there one or two directions of escape from the balcony?

both actually now you ask, ground floor has flats either side but open to fresh air, flats above have flats either side but open to balcony leading to stairs at one end, I`d have thought ground floor fire doors not required but 1st floor yes because other residents may have to pass flat, which then begs the question, does the flat furthest from the stair need a fire door as nobody going to pass that, theyre just going to come out and pass the other 4 flats to get to concrete stair  ??? just wanted another view on it  ;) it`s just if you ask does every flat need a fire door some say yes, some say no  :-\
