I think actually we are saying the same thing.
But the problem as Clevelandfire has said is that if the sub compartmentation isn't in place and it's integrity has not been maintained the evacuation procedure falls down like a pack of cards, and unfortunately there is no alternative. It has to be there, you cannot expect staff to evacuate bed bound patients across a corridor or hospital street quickly. And thats the problem.
So I agree with you that 99.9% of the time you will find lots of problems with compartmentation in hospitals but alas when you come across problems they have to be addressed / resolved, you cant tweak the evac procedures to deal with those failings.
From what you are saying the hospital in question isn't managing their fire precautions very well!
