Point taken Kurnal so I thought I would look up supercritical liquid and found http://www.answers.com/topic/supercritical-fluid?cat=technology after five minutes my head starting to hurt so I have given up.
All my responses only apply to England and Wales and they are an overview of the subject, hopefully it will point you in the right direction and always treat with caution.

Thanks TW thats a really useful link. As to what it means - well I am sure that after three or four pints we could have a really meaningful discussion over it.

I must say it isn't unusual to have diptubes come adrift from the valves, we strip down all our co2 extinguishers before they go away for pressure test/refurb and it's pretty common, as is finding an extra diptube lying in the cylinder on previously tested extinguishers, which would suggest the "testing" process probably isn't as thorough as you would think!

Surely you cannot be implying that stamp and spray merchants are still alive and well? If only we had a decent policing system.......dreams on...
