Technical Day for Fire Safety Professionals (CPD event)
23rd October 2013

Failures in fire safety management have contributed to fire deaths and fire loss in the UK. Can a fire risk
assessment that is completed at one moment in time to satisfy risk based legislation, really address the
long term management issues in a building?
A fire risk assessment is the first step on the fire safety road; fire safety management is the long
continuous run on that road. How can we ensure that fire risk assessors understand management issues
and fully address these important long term requirements in their fire risk assessments?
Exova Warrington Certification Limited with the aid of guest speakers will examine some of the critical
issues relating to fire safety management and the contribution of fire risk assessment.
This seminar will look at failures in fire safety management relating to fire deaths and fire loss. Industry
experts will offer guidance on the identification and management of fire safety issues and will explore
the role of fire risk assessment in contributing to long term fire safety.
This seminar is designed to appeal to all fire safety professionals; occupational and professional fire risk
assessors, fire safety managers, fire and rescue service personnel, health and safety managers and
anyone that has a responsibility for fire safety provision within complex or large building portfolios.

10.10 - 10.40 am Lessons to be learnt from the Rose Park Care Home Fire
David McCarrey: Station Manager Scottish Fire & Rescue Service
David will show a specially commissions Scottish Fire Service video of the Rose
Park Care Home Fire and explain some of the key failings which contributed to
this tragic fatal fire.

10.40 - 11.10 am The potential cost of not managing building works and alterations
John Williamson: Managing Director UK Fire Skills Ltd
John will explore through several fire investigation case studies, the financial
costs of management systems not operating correctly.

11.10 - 11.40 am Break for Coffee/Tea
11.40 - 12.10 pm Fire risk assessment; assisting the responsible person
Dr Jim Marsden; Director Ignis Associates Ltd
Jim is a lead assessor for the FRACS scheme and has years of experience of
reviewing fire risk assessment templates and fire risk assessment methodology.
He will share his thoughts on what makes a report ‘Responsible Person friendly’,
highlighting the essential information that needs to be included to assist the RP
in managing fire risk.

12.10 – 12.40 pm Fire risk assessments that influence long term fire safety management
Vincent Theobald-Vega: Partner Safety 4 HEd LLP
Vincent has vast experience of working in higher education, research and
healthcare sectors. He will explore through examples, how fire risk assessments
can help influence fire safety management in complex buildings.

12.40 - 1.25 pm Lunch
1.25 – 2.05 pm Management of assisted evacuation in the event of fire.
Alison Hayward: Moving and Handling Consultant Spectrum Healthcare and
Hospital Aids
Alison is an expert in evacuation of bariatric patients; with changes in
population, it is increasingly important to revisit management of assisted
evacuation. Alison will offer practical advice on how to plan and train for
evacuation, her session includes practical hands on demonstrations of specialist
equipment.

2.05 – 2 .35 pm Management for the fire and rescue service operational response team
To be confirmed CFOA
Fire service personnel who are responding to a fire incident in a building need
accurate information and where possible advance intelligence about the building
and the likely hazards they may face. This seminar will explore the role of the risk
assessor and responsible person in facilitating emergency firefighting.

2.35 – 3.00 pm PAS 7 - fire risk assessment for conformity assessment
To be confirmed: Certification body
Responsible persons with large portfolios of buildings need to control risk across
their building stock. The PAS 7 management standard is now being adopted as a
method of managing complex risk. The speaker will explain the need to have
good quality fire risk assessments feeding accurate information in to the PAS 7
management system records; for internal and external audit purpose.

3.00 – 3.30 pm Design and implementation of fire safety management systems against tight
budget constraints
Dr Kate O’Brien: Health and Safety Advisor Bridgewater NHS trust
Kate has been managing fire safety in a challenging and complex community
healthcare landscape, with increasingly reduced budgets she has designed and
implemented innovative fire safety management solutions. Kate will share her
experiences and offer practical ideas and advice.

3.30 – 3.40 pm Closing questions and comments

Sounds like a good day with interesting topics and speakers.
I am off to Dublin that date for the Republic of Ireland IFE annual conference which also sounds good. Would have gone to FRACS day if on a different date

Tickets are £500 each and the event will be held in the O2 with big screens outside for the disappointed thousands without tickets.   ;D

£500 that's too cheap.  You pay more for those televisions you sell for Warrington Domestic Appliances. Have you sold more of them than you have your FRACS schemes?  I see BAFE SP 205 are up to 21 companies now.  If you want advice on getting shot of the Russian TVs that no one seems to want from WDA you should get in touch with them.

Apart from a technical hitch the day was very good. 50% of the feedback forms returned, marked the day as excellent, the vast majority of the rest as very good.
Many thanks, to all the speakers and those who attended.
In terms of answers it seemed generally accepted that risk assessors could do more to address management in their risk assessments, but they could also add value to their service provision by getting more involved in on-going management as consultants and auditors.
We have been asked to take next year’s FRACS day up to Scotland.

 ;) In the absence of the great one, they are a bit short of quality CPD events north of the border.

Your sparkling wit and repartee will go down well in Scotland, Kelsall.  Tell them the story about TVs. I am not sure that they have them up there yet, so they will be totally fascinated. In fact, take some samples from Warrington Domestic Appliances. You know, the ones that only show adverts for your wee certification scheme.

To be fair they didn't ram their scheme down everyone's throats and did mention SP205 when talking about accreditation schemes, which was something - at least it was genuinely technical & not sales, sales, sales!

Sorry Colin the 'great one' refers to Dr Bob not you. He does some missionary work up in Scotland but now he winters in Florida, so they are missing out.  :P

I have been up to Scotland with an event and yes they have invited me back; are you permanently banished or is it just that you are not welcomed back? Understandable with either of those!

Could it be that you are actually King of Scotland and waiting for independence so you can return and rule a free Scotland, a brave Scotland, and a new Scotland?

Long live King Colin I of Scotland; hip hip ...............

At least I change my material  ;D Although the butt of the joke is the same!
