Does anyone have any idea how the IPDS can effectively apply to retained firefighters given the small amount of time they are available for training?

IPDS is not entirely about training but about competent workplace performance. The training element only kicks in where development needs arise as a result of poor workplace performance (below the competent standard) or an inability to demonstrate competency in the workplace due to a lack of opportunity.
In order to address the time available relatin to training needs identified one proposal i have heard is to limit the role of the Retained Firefighter so as to only deliver a core Fire & Rescue function with specialist roles undertaken by W/T crews with agreater depth of skill due to time available to train and maintain.

CACFOA commissioned a project in September 2002 which is just hot off the press. The project document is called "Intergrating the Personal Development of Retained Firefighters" it's objective is to demonstrate how IDPS can be achieved by retained personnel.

PS  In West Yorkshire we now have training records that are linked to NOS with scenario based training, due to the way the records map our training it is now more structured and gives direction. Competence can now be achieved within the time frame.

The response to this question would take a number of sides of A4 to answer. However some bullet points may inform the debate.

- What competencies to retained firefighters require, this will be determined by the anticipated risks that may have to attend. (IRMP)
- What competencies to they already possess. Both from their experiences as firefihgters and their full time employment
- Having determined the above, what are the best methods of developing the competencies. This will be a blended learning solution ( e-learning, experintial, one to one, trainer led.
- How many crew members are needed with specific competnecies(Drivers, BA wearers, RTA specialists etc)
- The important thing to remember is not to spend time developing someone for the sake of it - No More Sheep Dip.

Remember at all times IPDS doesn't only mean Integrated personal Development System but also INDIVIDUAL Personal Development Solution.

ALWAYS concentrate, wherever pratical, on the needs of the individual.
