Landing Valves at roof level - A requirement?

I have been asked to provide a landing valve, connected to a dry riser, at roof level within a firefighting shaft that is carried through the roof to provide access to the roof areas.

I can't find any requirement to provide landing valves to cover the roof areas of buildings (possibly on the basis that the roof structure is not normally fire rated and therefore not safe for firefighters to walk over).

Is anyone able to confirm whether landing valves are required to cover roof areas or whether it is just an over-provision when a firefighting shaft is carried through to roof level.

If its a dry riser, Section 4.1.5 of BS 9990:2006 states that 'landing valves should be provided at roof level for test purposes, if practicable'
